Family & Children’s Services Named Harford County’s Youth Services Bureau

Family & Children’s Services of Central Maryland was named Harford County’s Youth Services Bureau (YSB) by the Department of Juvenile Services, this month. Youth Services Bureau’s are community-based organizations that provide prevention and early intervention services for youth and their families. YSB’s focus on the prevention of delinquency, youth suicide, drug and alcohol abuse, and strive to enhance protective factors, while decreasing risk factors for youth and their families in the county they reside in. Currently there are 19 other YSB’s throughout Maryland. As a YSB, Family & Children’s Services hopes to bring additional funding for youth to Harford County.


Family & Children’s Services of Central Maryland has been providing services to Harford County residents for the past 50 years. Currently, Family & Children’s Services offers four programs in Harford County, including the Trauma-Based Treatment Center, the School Outreach and Advocacy Program (SOAP-Level II), the Harford County Supervised Visitation Center, and Parent-Child Interaction Therapy. 

  • The Trauma-Based Treatment Center provides counseling and crisis intervention for children and adult survivors of childhood sexual and/or physical abuse, along with their non-offending family members. 
  • The School Outreach and Advocacy Program (SOAP-Level II) is a school-based program designed to provide early intervention and prevention services to elementary school children and their families. The program provides individual and family therapy, crisis intervention, and case management for children attending six local elementary schools.  SOAP-Level II also focuses on offering parental support and family therapy, as therapists spend approximately 4 hours per week providing individual and family therapy, as well as parent education and support in the home.  SOAP-Level II therapists can serve all children, regardless of their insurance status. The overall goals of the School Outreach and Advocacy Program (SOAP-Level II) are to prevent children from joining/ aligning with gangs, as well as having involvement with the Department of Juvenile Services. 
  • The Harford County Supervised Visitation was created in September 2010 for the purpose of assuring all court referred visitations and monitored exchanges are conducted in a safe and neutral location. The Visitation Center is able to accommodate three populations served by the Circuit Court:  parents and children involved with the Courts and Harford County Department of Social Services through Juvenile Court cases; families with orders for supervised visits in custody cases; and families who need a neutral location for safe exchange of children in custody cases.  Visitation is open to children of any age birth to 17-years-old. 
  • Parent-Child Interaction Therapy (PCIT) is a short-term, specialized, evidenced-based behavioral management program designed for young children (typically between the ages of 2-years-old and 7-years-old) experiencing behavioral and/or emotional difficulties and their families. PCIT works with child and caregiver together to improve overall behavior and to reduce parenting stress. Thanks to a partnership between FCS, Harford County Infants and Toddler’s Program, and the Harford County Department of Social Services, two of FCS’ therapists were trained and are the only therapists in Harford County providing this service.
